My take
Firstly SM or IVZ can NOT comment or make any announcement, on rumours or news articles....
I suppose is only if and when a material change to the CO agreement would come in to force, that SM is due to let us know.
Also imo this statement is not so clear....
the framework also stipulates that the government should take 50% of the total revenue generated from carbon credit-projects, while foreign and local investors will be roughly entitled to 30% and 20% respectively.

Is not that IVZ is a foreign investor ? And who are the local investors?
IMV the article is poorly written, but I am guessing what it says doesn't change a squat for IVZ. In short from now on all CO contracts will be 50/50 between Zim. Gov and anybody else, which in our case is IVZ.
Possibly some other agreement the Zim. Gov. has with other companies, is less that 50% hence new carbon credit framework ?!
