Where does the author get the notion that there were 19,000 design changes "forced" upon Downer ?
I believe the wording used by Mr Knox in a statement on 1 June was "the company has had to deal with about 19,000 engineering inquiries on the Waratah train project"
An inquiry is not a design change.
