I'm more of the view that there are people who have 'addictive personalities' that make it easier for them to form addictive habits than others.
Conversely harder for them to break the same habits.
Some people can just go cold turkey & others can't.

Obviously there are also people in society that for their own safety should be protected from dangerous & addictive substances i.e children, mentally impaired people etc.

So having a society where more dangerous & addictive substances that are freely available & cheaper is not something we should aim for.
