Typically plant likes to run at its design rate... in its sweet spot - most plants can only run slower to a point, and there are many instances where once pushed past its limits things break or become unreliable.
My guess is they have a materials handling challenge, they can produce at a particular rate but having a bottle neck... dust collection or getting into a bag type of challenge etc.
I once commissioned a milk powder dryer in Warragul, initially it would produce at the design rates but as a system could only run for two hours at a time before needing to be taken offline differential pressures etc (blockages).
If they need to modify plant and or source additional equipment it all takes time...we are never going to know the detailed commissioning issues.
Running for 24 hours is a really positive step.
