That is exactly how the process works with these types of approvals.
This is not an anomaly or unusual in any way.
I have been involved in similar processes; others posting here have been involved in similar processes; we are speaking from direct experience.

The real question in this case, imo, is this:
Why has it taken over 24 months for the govt to complete the iterative review and clarification process for an expansion of an already-approved operation?
Imo the original guidance provided by the company that this process should take circa 12 months was reasonable, considering the precedent and context.
The fact that they are still asking for final clarifications speaks volumes about their lack of urgency and/or resourcing issues, rather than “100%” blame on AGY. If they had reviewed everything thoroughly in the first 6-12 months, final “clarifications” would have been provided long ago and we’d be building ponds already.
But hey, what would I know as someone who has spent a career in the industry?
