I remember this discussion point being brought up over the years, basically it comes down to the governments estimaters being ferociously conservative so they don't get a kick up the bum when they fall below their forecasts.
And Toyota's battery is slated for 2027 production, which has been in line with their own projection for the past few years. Considering Toyota's considerable patent holdings for solid state they may end up looking good if the average chemistry in EV's is delivering 1000+km's. They may be conservative but it could be a good thing in a few years.
Some mMiners are using electric Toyota's today even if they have pitiful range for now.
