I would assume that was a given seeing as though the company will only be producing 2,000 tonnes with another 10,000 tonnes a fair way away. It wouldn't be worth anyone's while to fund/purchase only a portion of what's being produced.
However, they've specified the actual "off-take" has been quarantined, not mentioning anything about product.
