Someone suggested it's not an industry term, and that it's a "Jerko term". Is this the case, Gcar? You told us you've had a career in this industry, yet will not elaborate.
As you can see, if you even read the forum, that others also aren't 100% certain of what it means, and are speculating to the best of their knowledge. But you do know for certain, right? Do you have such little regard for your followers that you won't explain it to them either?

Why would I do that? It's my opinion, this is a public forum, I've expressed my thoughts. You're the one taking it next level buddy, and it looks like my opinions really get to you. If I submit an application for something, and they require clarification, that would mean either a) my application was missing key information or b) the information was not written in a way that was comprehensible. Both situations, the onus is on me. Not sure how else it's running through your head.
Alternatively, which I've also stated, is if the application is perfect as you state, but the officials are intentionally dragging their feet - then perhaps the company aren't 'getting' how the game is played over there ($$$).
