Melinda who owns the 3D and what they can do with it will be clearly stated in the agreement with WDS which we cannot see. WDS could have kept the rights to the 3D to themselves and make it available to PCL for specific purposes only.
A 3D survey by PCL may become part of the tenement. I don't know the laws there. In WA, much of the work on a tenement must be reported.
However, in this case, WDS have not exercised their option yet, and have no interest in the tenement, so it is possible that the 3D is solely their property.
