The practice of expecting less from members of a disadvantaged group and thus implicitly encouraging those people not to reach their full potential.
Its your mindset that helps hold them back...you want to keep them in cultural museums, you think there is some sort of voodoo connection and you feel guilty what your great grandparents did.
