From the link you just shared, the avge price target is 0.29.
My own read on the price action is simply that the old management has set the bar for demonstrating competence incredibly low. The new management has easily passed that by outlining sensible priorities, even if the details on how they can be feasibly implemented is pretty questionable IMO.
I don't see it as a pump and dump, maybe a dead cat bounce but that's dependent on the EGM and management's follow through on these strategy points.
