That's true, CI, but if we (the law) don't severely punish the perpetrators, then lessons will not be learnt, and the entire mess will drift into obscurity. Politicians of all persuasions need to understand that there are (should be) consequences for harming their own citizens, or it leaves the path open to another abuse of power. That, and governance to close any loopholes that could lead to a repetition of said abuse.
And let's be clear, if the perpetrators are guilty, then they cease to be scapegoats, and deserve every ounce of ridicule.
