it does matter - if the wealthy were to leave australia - where would they go - to a country with an even higher tax regime? all of the countries that tax more than us are "advanced" economies so unless they want to live in a developing country they are pretty much stuck here - this makes your point irrelevant as there is NO disincentive for the wealthy to leave on the basis of tax.
