I suspect the real reason for the delay is the amount of rain we have had out there, what we consider a small amount in the City ( ie 90mm) can be a show stopper in the Centre.
The ground simply becomes impassable, the mud sticks to your boots and makes you 3 inches higher when you walk, not a lot you can do other than throw lime around to soak up the water, and wait till it dries up.
