Re the Lassman Law correspondence, you are of course absolutely correct - the FDA interim response, when boiled down substantively, merely acknowledged receipt!

This is a time-honoured administrative technique. You may well be too young, but may possibly recall Sir Humphrey Appleby's impenetrable blow-off that the Minister's concerns would be dealt with '...at the appropriate moment, in the fullness of time, after due consideration...'.
