They have a huge backlog of inspections, and SOPPs that tell them not to bother if an application is seriously deficient. Money isn't the only limited resource creating the backlog, there is a shortage of personnel. It is a big deal that they went ahead and sent 4 inspectors to Singapore for 2 weeks, plus the additional labor time to prepare for it, travel back and forth, and write up the results.
It's a very big deal.
