    I think it is something in between, I just don't want to go back and read through announcements from 3-5 years ago. Wasn't it Eclipse that picked the locations and GDN had no choice of PB1 & 2, since you have researched this Wisdom I would think you can answer this straight away instead of thinking management were incompetent or devious.
