This is just politics - and old politics (I saw this clip 3 - 4 years ago).
For context, African nations wanting to use the CFA franc were required to keep 50% of their FX reserves with an African central bank, which in turn stored them at the French treasury.
Participating nations had free access to their reserves and France paid interest while holding them.
Since then, the requirement has been abandoned and the reserves transferred back.
She gives a good performance, but the clip is both misleading and outdated.
