Even if the state in question is somehow able to borrow money at the low rate of 5%, it's citizens will still be coughing up to service an annual interest bill of $8.5 billion on its >$170bn of debt.
Which is a very big amount; money that could otherwise have built a lot of hospitals, schools, and roads.
Or, alternatively, could have employed a lot of nurses, teachers and police officers.
