Delayed news is normally bad news eg STX dragged out testing over years but it is a percentage thing. Say 80% bad news and 10% neutral and 10% good news.
NEU's recent ROW announcement some months late but they announced double the $$$ people were expecting so good news examples do happen and EXR can be one of them.
Just have to keep the stats in mind.
