Completed- Finish making or doing

A completed BLA was submitted.
A complete response letter was issued .

Now at a certain point in time someone completed the complete response letter. But at no point in time did someone completed the complete response letter.

Which hospital are you at - would like to bypass

Doc says no to survival data
Doc says if approved won't sell
If approved doesn't indicate any potential for other indications
Doc says $1.50 on approval but refuses to provide calculations of value.
