I think you are getting quite carried away with the "strict" JORC guidelines.
To conform with JORC is not a guarantee of anything as JORC is simply a set of guidelines for reporting. JORC demands that reporting be accurate, comprehensive and transparent and gives lists of what should be reported. You can estimate the tonnes and grade of a resource from samples located with a piece of string and graded using a divining rod as long as you report properly what you have done. The Competent Person must sign off on the report and by extension the sampling and estimation methods. Then we get to read the report and make a judgement as to whether it's rubbish or substantive.
