Obviously you don't understand our federal system, where states from the beginning reserved many powers that the federal government can not exercise. But it is true that anywhere in the country, when use of public land is proposed, an Indian nation that objects only after the deadline will not be heard in federal court, and an Indian nation that objects before the deadline will cause delay that eventually becomes denial.
