If my memory serves me rightly then the agreement in question was negotiated with the previous Malaysian Government and when they were tossed out, the new government did what new Governments do and initiated a lot of U turns on all the recent initiatives of their predecessors, regardless of any rational argument.
Lynas was caught up in this. This was some time ago now and maybe the Malaysian public no longer needs reminding as to how bad the previous Government was.
I suspect that the decision will come down to whether it is China or Japan that has the greatest influence over the Malaysian Government. Both have been pumping money into Malaysia, but I suggest that China's money would be better targeted. They head straight for the hip pockets of the key decision makers.
