The process achieves an accumulation range. Often a broker is asked to obtain a certain % of shares as cheap as they can with bonuses built in to how cheap they achieve. Big players rarely just barge in to buy all at once these days.
They use small players psychology and impatience against them to obtain their long-term goals.
