chart - calling ta's

Any TA's out there that can comment on the chart? Interested to hear if 16 is the bottom foundation? There's obviously been a steep decline over the months.

I might not like the answer! But always interesting in alternative views and still learning about charting (more an FA fan, but want to use TA more as well as it can be self fulfilling prophecy)
