Directors can buy on market but there are close out periods where they are not allowed to do so due to likelihood of insider information. Some of the directors in FAR used to buy on market as they believed in the stock, others rarely did. Its not infallible as a signal to the market but invariably it does give people confidence and usually helps stock rise in value.
