I think you have to balance the known fisheries permitting risk with the push, particularly from the Quebec government, to make Quebec a 'battery minerals hotspot'. There are quite a few known mining companies being supported by the Quebec government to the tune of around $200 million a year.
Impacted companies can also now earn credits towards the successful permitting of HADD (harmful alteration, disruption and destruction of fish habitat) by countering the destruction of fish habitat with other projects. We also have many years to work out positive agenda to reassure the appropriate government ministry.
