it tells you exactly what is going on. they do not have enough money to complete construction and are working on solutions. they either need a cap raise, lock in gas presales or some other source of funding, otherwise the project is going nowhere. If QLD labour market is anything like WA i cant see the construction being completed prior to xmas if a PO/contract hasnt been issued yet.
