    I dunno back at you, redgum, but looking at the way previous changes to service bulletins seem to have been managed, maybe (!!!) Boeing blocked the approval at the 11th hour by raising those corrosion test issues?
    So FAA delayed the application by SMN ((for certification a la the redundant wifi hub).

    As I understand it is the FAA which issues the service bulletins (for Boeings and other brand aircraft).

    Maybe @pinch2020 or @Hatrack or someone else with better understanding could clarify?
