They didn't get it wrong last time. 4DS tech team started to perform their testing program, the issue with the etch layer prevented the arrays from functioning as megabit memory "chips" and executing the testing routine.
They were able to confirm that the memory cells weren't damaged with subsequent testing and analysis, but they still weren't able to get the arrays to function as megabit memories, write, read and store data in a cogent way.
