Audiologists have stated since the beginning that OTC is a deeply flawed concept. The problem is that self-testing and self-prescription simply don't work. It was really more a political stunt rather than a genuine solution.
BTW nearly all modern SoCs already have hearing aid capability and can be tuned with software. In most cases it is disabled in the firmware.
