I suppose it is open to interpretation, when Tony says in the video presentation, "we have completed our heritage surveys in them (TA2 & TA3), we are just awaiting final clearances to put the rigs into those areas", I take that to mean they have the heritage clearances and they are waiting on the Plan of Work approval from the Department of Mines before going drilling.
This is consistent with previous announcements i.e. the language used re TA1 on the 5th April, "heritage and environmental approvals remain pending".
Then on 23 May with the PoW approval it was announced to market that heritage clearances had been received and the drills were being deployed.
I am open to being wrong if there is a better explanation.
