I think what @dfs1 says kinda makes sense to me. There's always a risk for a pilot plant before they're ready for commercial production. Have a look at PLS on their early days of plant production. They even had to do a special project to optimise the plant and reducing waste.
The Project Director of this midstream has to be discipline enough with the scope and must have good resources to realise the intention to succeed.
