It is like this: analysts that work for APRA and ASIC are poached by the Banks at a higher wage (APRA and ASIC seriously under pay their staff) these new recruits teach the Banks how to beat APRA at its own game.
The Commonwealth does not care and understaffs APRA and ASIC.
