Reading the announcement is clearly suggests that 3 Aug is best endeavours timeframe (i.e. use of the word 'anticipated'). The key to resume trading is releasing the announcement.
"It is intended that the suspension will be lifted upon the release of an announcement detailing the asset sale, anticipated on 3 August 2023, following the signing of a binding agreement and the lodgement of a response to ASX’s price query."
