You ought to read all the posts on this unfortunate subject. Our speedometers are not accurate enough to judge 4kph. The lasers and radars cannot. In a perfect situation these instruments are accurate enough, but there are no perfect situations. You are essentially suggesting 5kph allowance. Very generous of you but it's not enough.
Elroy, the authorities decide on a safe maximum speed for any particular road. It's just an estimation but it becomes law. 4KPH is walking pace. All I'm saying is it's not fair to fine people for this when their speedo cannot give them this information and it is inconsequential to the road toll.
The authorities would rather raise revenue unfairly than to spend money in the areas of road safety that would actually reduce the death and injury toll.
