I dont think that most people who get booked speeding are deliberately trying to break the law, it is not a defiant act of a recalcitrant driver, it is a mistake or error on the part of a human, call it human error, which up until recently was punished as such, ie reasonably and with a fair degree of error allowed.
The laws have now changed and punish human error much more aggresivley, its not just the 4klm over rule it is also the changing of the penalties relating to travelling 0 to 9 klms over the speed limit, where this rule used to be 0 to 14 klms over the limit. Now 10 klms over the limit and 24 klms over the limit are the same punishment, but are drastically different crimes, its like a kid stealing a lolly and a burgular both being charged with the same offence, the system IMO is now not fair.
If we were all to go down your path and drive 5 -10 under the speed limit, slow down and brake approaching green lights, leave 4 carlengths in between cars ie drive defensively, if we all did this there would be chaos, the road system is not designed for everyone to drive like this, you would never be able to even pull out of a side street onto a main road, freeways would crawl, yeah you would get to your local shops alright, and you would SURVIVE but transport and commerce would be greatly impacted and peoples lives changed with the extra time spent in transit.
The old rules caught recalcitrant drivers and punished them accordingly, the new rules punish human error and are starting to get peoples backs up, when the average joe loses faith in societies laws there is a chance of all laws losing there relivence, taking licenses and in many cases livelyhoods away from otherwise genuinely law abiding citizens (through human error) could end up changing the fabric of our society.
