That document has to be read in the context of the uranium ban prevailing at the time it was signed. That problem was then sorted out and, since we are dealing with governments not children, it cannot be reversed unless there are significant changes in the project.

In anyany case, IMO, this whole matter has nothing to do with uranium. Uranium is just being used as, an excuse to get ETM out of the picture for external political reasons. The powers to be prefer to pay the price awarded by the arbitration so that then the GoG can give the exploitation license to whom they want.
