that was indeed the key to the problems with ATSIC.... the lack of regulation and oversight enabled corruption.
the Voice has yet to be legislated, so we can't say that there will be the same lack of oversight. it depends on whether the MPs have learned the lessons from the ATSIC debacle. I expect if the Lab bill offers no oversight, it will either be amended to ensure there is oversight or be voted down.
