Certainly looks like it. Appetite will (IMO) have to come 99% from instos, as why on earth would you chip in as a (non-masochistic) retail investor when the chances are very high you'll be able to get it significantly cheaper post-raise?
I can imagine the folks at Bell Potter rubbing their hands together as I write.
