no.
the slaves simply pay it out of indoctrination and fear, or agree for their employers to take out the tax component - basically the employer acts as an order-following slave enforcer, and if they don't pay, the government uses threats, coercion and violence to force payment or stick people in a cage.

i expect it is high unlikely there will be any compensation for any increased government share of the project.
