I actually think she was referencing mostly government uptake during that period. Which is probably correct. I do think there has been a lag or delayed response to actively deal with the increase in cyber crime. We are still waiting for governments and insurance companies to appropriately punish or mandate certified cyber protections. US going through their CMMC processes more now.
