good post treefer.... and an important distinction.

to abolish the Voice, possible if only legislated, is to permanently silence the voice. the freedom to reject, ignore or otherwise to not take the advised action, is the prerogative of gov but does not silence the Voice. a Gov can listen (not obligated to but is a sensible response) and decide for itself, in Cabinet, whether to accept in full such advice, to partially accept aspects of the advice or to reject all such advice.

Albanese has listened, and by evidence is listening to Aboriginal people as he has promised in the election campaign to adopt the Uluru statement in full. as such, he's asking the Aus people for permission to place the Voice in the constitution as requested.

so of course he can't legislate the Voice first as this is not what the Aboriginal people asked for.

previous Govs have spent $Billions without asking either Aboriginal people or the nation of people. and the expenses have not resulted in improvements. I think this is where the money has been wasted.
