no answer to that except they had the grain deal earlier , which they stopped ....and tried to use as a bargaining chip to get some russian restrictions lifted - (I'm not sure what the current state of play wrt russian fertilisers and wheat are but I'm sympathetic to free trade of those personally if they arer redstricted )
or perhaps russia simply trying to weaken Ukraine economically -Odessa and Danube port facilities bombing seems to indicate ....
or both
