I think we agree on the point you're trying to make but can't see where socialism comes into it. If anything it's the complete opposite, a mindless commitment to competition.
A socialist mindset would have them all sharing the same infrastructure.
In any event I think the decision to prevent cooperation in regional areas is a terribly poor one.
