Could be Pangaea selling down now that their director representative has departed the Board, or the other way around. Gold is not exactly 'shooting the lights out' and Pangaea may need to 'cash in some of their chips' for other investment opportunities. They were selling in late July moving down from 17% to 15%. Informal control has shifted due to the deal done on the financing transaction.
Pangaea's address is Belize City, Belize, South America so it is a bit opaque and there is not the visibility of its balance sheet. Pangaea said they would remain a shareholder but that might be at a lower level. So as you say, the selling continues unabated. Maybe we just need to remain patient while the other pieces of the jigsaw a moved into place. There is the test production due by December 2023.
