No it cannot. Simple reason is it doesn't meet many of the requirements. The biggest reason is US SEC says stock must be over US$5.00 for 6 months before it can be shorted or Puts and Calls sold on it. For practical reason most brokerages and exchanges will not do Shorts, puts, and calls, until stock has been over 10 for a while. It just is not practical to go to all the work and then have the stock drop under $5.00
What is more interesting is Lynas was over US 5.00 for many months this is also a requirement to move from pink sheets to OTC. No one tried to make this happen Lynas could have or Mellon bank for LYS DY or any of brokers for CF. They did not even try to start process! This was always a little strange to me especially considering how many on this board want Lynas on a Beter exchange like Nasdaq which is much better than OTC.
I doubt you will see Shorts, Puts and calls in US for a few years. This is based about 40 % on past actions. 40% on current stock price an 205 on what I think SP will be in next 6 ~ 18 months.
