I'd assume the pit shell and therefore geological modelling of the pit used in that report is many versions old now, as you said structurally complex sitting along the Jellinbah fault area, has no doubt surprised them a bit.
No JORC, LOM Plans like you mentioned earlier screams rushed start up to please market and banks.
