I do not think you could call-these 'minimal' - my opinion, when taking into some penalties handed out by some marshmallow Magistrates/Judges -even for manslaughter-murder. Tracking is a different thing although the paper trails should be easy to follow........now anyway! Also some education in it if nothing else. Penalties - I am at a lost - why 'Maximum' why not 'Minimum' -maybe to help the Mags/Judgs who cannot make a decision outside a scale. But I have never been in that position so --- ?
